Meet the Belmont City Council Members

Julia Mates - Mayor

Julia Mates Belmont resident for 12 years; She was appointed to the City Council in January 2018 and elected in November 2018 and served on the Planning Commission prior to that. Julia is a graduate of Washington High School in San Francisco, UCLA, and Cal State Sacramento, where she obtained her Master’s degree in History/Public History. She has worked as a Historian and Cultural Resources Specialist consultant for over 17 years, where she acquired skills and experience in land use planning.

Cathy Jordan - Vice Mayor

Cathy Jordan has lived in Belmont for over 25 years, raising her two daughters here. During that time, she has represented her community in several capacities, serving two terms on the Belmont Redwood Shores Elementary School District Board of Trustees. Most recently, Cathy served as the Vice-President on the Mid-Peninsula Water District Board of Directors.

Cathy has a degree in Speech and Communication Studies from San Francisco State University where she was an active member of the SFSU Collegiate Debate Team. Professionally, Cathy is a Customer Marketing Consultant where she has led and transformed teams responsible for all things customer, ranging from customer sales references, customer stories, videos, speaking engagements, press, media, & analyst engagement, awards, and rewards programs.

Robin Pang-Maganaris

Vice Mayor for calendar year 2025

Robin Pang-Maganaris is a proud Belmont resident. Having lived here nearly 30 years with her husband, Gary, and raising both of her children, Kelsey and Steven, she has been privileged to experience the benefits and joys of living in Belmont.

Robin grew up in Hawai’i and moved to California to attend Santa Clara University where she received a B.S. in Psychology. She later attended San Jose State University and received a Multiple Subjects Teaching Credential and Masters in Elementary Education. At Notre Dame de Namur, she received a Tier 1 Administrative Credential that allowed her to be a principal. Finally, she received a Doctorate in Educational Leadership focusing on Social Justice from Cal State East Bay.

An educator by profession, Robin taught for 16 years and then worked as a principal for the last 14 years. She served as Nesbit School’s principal from 2011-2020 during which time the school grew from a TK-5 school to the first TK-8 school in Belmont. In June of 2022, Robin retired from public education allowing her the flexibility to run for City Council. Robin is also serving on San Jose State’s Family Advisor Board.

Tom McCune

Tom McCune, Belmont resident since 2009; He served as Chair of the Planning Commission and a member of the Finance Commission before being appointed to fill a vacant seat on the City Council in October, 2019. Tom holds degrees in engineering and architecture from the University of Kansas and an MBA from Vanderbilt University. He also studied at the School of Environmental Studies, University College, London.

Tom is licensed as an architect in California and several other states, and has focused on public buildings, historic renovations, housing, and commercial facilities. Before moving to Silicon Valley, Tom served as Vice President of Property Services and Development for the Tennessee Valley Authority, an electric utility corporation and natural resources management agency. He is a director of the Belmont Heights Civic Improvement Association, a member of the American Institute of Architects, and a member of CORENET, the Corporate Real Estate Executives Network.

Gina Latimerlo

Gina Latimerlo has been a Belmont resident and Small Business Owner for the past 25 years.

Both she and her husband, Eli, graduated with both Bachelor and Master's degrees from our own Notre Dame de Namur University.

Gina has invested deeply in the community as the Homeview Neighborhood President for ten years, a Planning Commissioner, and a proud supporter of the Celebrate the Music Festival where her vocal students perform every year.

Gina was awarded the Community Service Award in 2019, and also received a Mayoral Proclamation that year.

Upcoming Meetings

City of Belmont Governing Body

The City Council is the governing body of five members elected directly by the residents of Belmont. As the legislative branch of our local government, the Council makes final decisions on all major city matters and sets city-wide priorities and policies. The Council directs the City Manager to implement these priorities and policies.

The City Council exercises the legislative powers of city government, including adopting the annual City budget, ordinances and resolutions; setting appropriate tax levies; establishing sewer and water rates, setting other general tax and service rates. The Council also serves as the Board of Directors for the Belmont Fire Protection District and Joint Powers Financing Authority.

It appoints the City Manager, and City Attorney, as well as the members of the City's advisory boards, commissions, and committees.

City Council meeting are on the second and fourth Tuesdays every month. See the the agenda pag e for details and participation.
