2025 Changes - Key Things to Know

Following voter approval and effective January 1, 2025, the City of Belmont is updating our business license tax structure. We value your partnership and appreciate your patience as we work through this transition together to ensure a smooth and fair implementation.

Key things to know:

  • HdL Companies is the City's authorized tax administrator
  • Emails from belmont@hdlgov.com or mail from 8839 N Cedar Ave #212, Fresno, CA is legitimate

What is a Business License?

A Belmont business license is an annual tax required for anyone conducting business within the City, even if that business is based outside of city limits. It is required for home-based and brick-and-mortar businesses, regardless of the trade, profession, or occupation. Nonprofit and charitable organizations are exempted from the tax. Certain business types grossing under $10,000 in a calendar year are also exempted, as set by the business license ordinance. Regardless of your exemption status, all businesses are required to register for a license and pay a small pass-through fee to the State of California.

Business license fees support general community services such as fixing potholes, repairing streets and sidewalks, 911 response times, maintaining public areas, public works staffing, and providing quality of life services including recreation programs, parks, open spaces, and sports fields. These services benefit businesses, their employees, and customers by making Belmont an attractive and safe place to live, visit, shop, and conduct business.

Applications & Support

The City contracts with HdL Companies to collect business license taxes. Please be aware that you may receive communications from HdL on behalf of the City from belmont@hdlgov.com or 8839 N Cedar Ave #212 Fresno, CA 93720.

Business license applications, payments, and more may be submitted 24/7 online through the Business License Portal.
