A Parks, Recreation, and Open Space Master Plan is a strategic planning document. It studies the existing parks, open space, and outdoor recreation facilities to identify a blueprint to improve, protect, and expand the City's network of parks, outdoor recreation facilities, and open space now and into the future.

The Belmont PROS Plan provides both a long-term vision for the City's park, recreation, and open space system, as well as specific policies and recommendations to direct day-to-day decisions and prioritize park improvements. It sets forth a framework that allows the City to respond to new opportunities as they arise and to ensure that the parks, outdoor recreation facilities, and open space areas meet the needs of the City's present and future residents, employees, and visitors.
