Zoning Text Amendments - Corridor Mixed Use District (CMU)
The City of Belmont is considering amendments to the zoning regulations in the Corridor Mixed Use (CMU) District. The CMU District is located along El Camino Real to the north and south of the City’s Belmont Village Specific Plan area and is considered a major regional commercial and transit corridor. The CMU District is intended to accommodate community- and visitor- serving retail and services, lodging, office, and high density residential in a mixed-use setting.
The Planning Commission reviewed the proposed zoning text amendments at their September 16, 2025 meeting recommending adoption of the zoning text amendments to the City Council with additional recommendations. The City Council will hold a public hearing on Tuesday, November 25th to consider the proposed amendments. You can view the public notice here. The Agenda and Staff Report are available for review.
The City of Belmont held a community meeting on the proposed amendments to the CMU District on Thursday, October 24, 2024, via Zoom. The purpose of this meeting was to provide an overview of the proposed text amendments that are being considered in the CMU District, and to invite community members to ask questions and provide comments. The meeting included a presentation from City Staff with a series of development scenarios to assist the community in understanding how residential, office and hotel uses may be developed in the CMU District.

Background
In January 2024, the Planning Commission and City Council considered amendments to the Belmont Zoning Ordinance to implement aspects of the Housing Element and State law. At that time, an increase to the height limit was also considered in the Corridor Mixed Use (CMU) District. At their January 23, 2024, meeting, the Council directed staff to further analyze the height and objective standards in the CMU District to ensure the development standards align with the City’s vision for the El Camino Real corridor. On July 23, 2024, the City Council received a presentation from City Staff that included a series of development scenarios on building height, floor area assessment, and how residential, office and hotel uses may develop in the CMU District.
