Certified Housing Element

The City Council adopted the revised 2023-2031 Housing Element on Sept. 10, 2024. The State Department of Housing and Community Development (HCD) reviewed the adopted Housing Element and determined it meets the statutory requirements of State Housing Element Law on October 16, 2024 (see letter here).

2023-2031 Housing Element Update Process

Narrative

State law requires cities to update the housing element of their general plan every eight years to demonstrate how they will meet state mandated housing planning requirements. The current housing element planning cycle covers the period from 2023 through 2031. The State Department of Housing and Community Development (HCD) must review and certify that each jurisdiction’s housing element meets all the requirements of the law.

The City began work on the Housing Element update in 2021, resulting in City Council certification of the Final Programmatic Environmental Impact Report (EIR) and adoption of the Housing Element on January 30, 2023, prior to the statutory deadline of January 31, 2023. Since that time, the City has been working on revisions to the adopted Housing Element in response to two comment letters from HCD requiring specific revisions on April 3, 2023 and on December 18, 2023.

Staff worked closely with HCD to make the necessary adjustments throughout the first half of 2024 and on July 26, 2024, HCD determined the revised Housing Element met the statutory requirements of State Housing Element Law.

The City held public hearings at the Planning Commission on Aug. 20, 2024 and the City Council on Sept. 10, 2024 to repeal the prior version of the adopted Housing Element and adopt the revised Housing Element. Shortly afterward, the adopted Housing Element was resubmitted to HCD. HCD completed it's review and deemed the document to be in substantial compliance on October 16, 2024.
