Potential Changes to City ElectionsThe City received a letter from attorney Kevin Shenkman, Esq. dated July 30, 2021, on behalf of Southwest Voter Registration Education Project alleging violation of California Voting Rights Act (CVRA) demanding the city change the at-large method of electing councilmembers. Councilmembers are elected in the City of Belmont with at-large elections system. This means that voters of the entire City elect the five members. An election “by-district” is one in which the City is divided into separate districts, each with one councilmember who resides in the district and is chosen by the voters in that district.As a result of the demand by the Southwest Voter Registration Education Project, Council will be asked to consider a resolution of intention to transition to district-based elections at its regular meeting on November 9th. Upon adoption of the resolution of intent, the City will host subsequent Community Meetings to provide additional opportunity for public education and participation in the districting process. These meetings must be held within a compressed timeframe mandated by law. As a result of this potential change the Council will meet at a Study Session on November 2, 2021 at 1:30 PM to provide feedback on whether to directly elected the mayor and the number of districts defining the number of seats held by City Council Members. Council’s feedback will be used by the City’s demographer and staff for the purposes of the demographer’s preparation of maps for City Council evaluation in addition to those submitted by members of the public. |

Multiple Belmont Departments Respond to Storm ImpactsThe City of Belmont Public Works Department staff worked in cooperation with Police and Parks Department staff to tackle the impacts of the large Pacific rain storm that the San Francisco Bay Area this past weekend. According to a rain gauge at one of our sewer pump stations, Belmont received almost 4.5 inches on Sunday alone, and other parts of the Bay Area received two the three times that amount.Belmont City Staff worked together after hours and in the very wet weather to handle a total of 23 calls for service that included flooding, downed trees, sink holes, and power outages. Blocked storm drains were cleared to relieve flooding, fallen trees were cut up and removed from roadways, sinkholes were investigated and or filled, and facilities such as sewer and storm pump stations that lost power during the storm were monitored for operation on emergency standby power. Staff are still cleaning up after the storm throughout Belmont this week and will have the city prepared for the continuing rainy season ahead. Park and Recreation staff were critical in working on Sunday afternoon and evening to clear trees and debris. The Police Department took action to shut down Old County Road just south of Harbor Boulevard where Belmont Creek topped its banks for a few hours around sunset on Sunday. Big kudos are deserved for all city staff that actually did their jobs so well that for most Belmont residents, Sunday and early Monday morning were nothing more than much needed rainy days. |

| Supervisor Canepa Speaks to YAC This week Supervisor Canepa joined the Youth Advisory Committee’s (YAC) meeting to educate them on current happenings and issues in San Mateo County. The YAC really enjoyed connecting with the Supervisor and gaining insight into a career in civic engagement. Councilmember McCune also joined in, where he provided the YAC with valuable advice on how to best learn the processes of civil engagement. Thank you both for joining us! |

| Spooky Stories Night Parks and Recreation Director, Brigitte, and Recreation Coordinator, Danielle, had a spooktacular time narrating stories over Zoom for Spooky Stories Night! They loved getting to see the children dressed in their costumes and hear about their plans for Halloween this year. The spooky stories definitely got everyone in the Halloween spirit and ready to go trick-or-treating! Thank you to all the parents and little ones who joined us! Happy Halloween to everyone! |

| Halloween Grab & Go Halloween is for all ages! The Twin Pines Senior and Community Center held a “Grab and Go” Halloween Lunch with interactive games, candy chutes and plenty of treats and prizes for all. Artwork crated by the Community Learning Center children was included in each lunch bag along with a Halloween crossword puzzle to enjoy at home. |

COVID-19 update
On Tuesday, an FDA advisory panel voted in favor of granting emergency use authorization for the Pfizer vaccine to be given to children ages 5 to 11. Two more steps are needed, approval from the FDA and guidance from the CDC, both of which are expected in the coming days. Here is what the American Academy of Pediatrics wrote about the approval.

Vaccine Boosters Available at San Mateo Event CenterBoosters of Pfizer, Moderna and Johnson & Johnson vaccine for individuals 18+ are available at the San Mateo Event Center (1346 Saratoga Drive, San Mateo, 94403) at its regularly scheduled clinics (Tuesdays 12-7 p.m., Wednesdays through Saturdays 9 a.m. – 4 p.m.). In addition to boosters, the Event Center offers first and second doses of Pfizer for 12+, first and second doses of Moderna for 18+, and single doses of Johnson & Johnson for 18+. Participants are encouraged to make appointments on MyTurn by using the Event Center address or zip code. Access to the clinic is by vehicle only. [read more] |
Deadline for Secured Property Tax Payments is Dec. 10The first installment of the 2021-2022 Secured Property Tax is due Dec. 10, 2021, after which a 10 percent delinquent penalty will be assessed. Payments can be make in-person, online or mailed. The Tax Collector’s office is open for in-person service for payments and questions by appointment 9 a.m. to 5 p.m. Monday through Friday. Walk-ins are welcome. Face coverings are required for everyone, including the fully vaccinated, inside County operated facilities.
