Project Status

The applicant has submitted a complete application but the plans and materials do not yet comply with all applicable City standards. The applicant will need to resubmit to the City for continued technical compliance review.  Additional documents will be posted as they become available. No public meeting dates have been set for this project.  

Project Description

The proposed project is a residential, for-sale townhome housing development located at 796 Miramar Terrace (APNs 044-211-130, 044-211-120). The applicant proposes to subdivide the parcel into 8 new, detached townhomes with one of the units proposed as a for-sale Below Market Rate Affordable Housing Unit. The project proposes to construct a new private shared driveway accessed off Miramar Terrace and is proposing to remove 6 trees of varying species and sizes with a replanting and new landscaping plan.  

The project submitted an SB 330 Preliminary Application in accordance with CA Government Code Section 65941.1 that allows eligible housing developments to seek certain vesting rights. The development application has been submitted as a “Builder’s Remedy” Project in accordance with the Housing Accountability Act (HAA) which provides certain benefits and protections to applications submitted prior to the date of a City’s certified Housing Element. Additionally, the application is also electing to implement State Density Bonus Law  (CA Government Code 65915-65918) and California AB 130 which allows for streamlined California Environmental Quality Act (CEQA) compliance for eligible projects.   The City will process the application in accordance with applicable State Law(s). The proposed project scope is subject to consideration of Design Review, Affordable Housing Plan, Density Bonus pursuant to Government Code Section 65915, Tree Removal Permit, and a Tentative Map.

The 23,073 square foot undeveloped and vacant project site consists of two separate APN’s, on a currently vacant lot located on Miramar Terrace. The property is currently zoned R1-A (single family residential) and has a General Plan land use designation of Single Family Residential.
