The Safety Element is part of the City of Belmont's General Plan and is a State-mandated component, or element that discusses potential risks from natural and human-caused hazards and presents the City's approach to avoiding or minimizing harm to people and the community from these risks. The State also requires local Safety Elements to analyze and identify their community’s vulnerability to climate change and climate-related hazards and to include goals, policies, and actions to reduce these vulnerabilities.
 
A local jurisdiction must review and update its Safety Element following the adoption of its Housing Element in order to respond to new requirements and emerging safety issues, including climate resilience and evacuation needs.  The City of Belmont 's current Housing Element was adopted on September 10, 2024
 
The City's Safety Element is being updated in collaboration with several jurisdictions in San Mateo County including Atherton, Brisbane, Burlingame, East Palo Alto, Half Moon Bay, San Bruno, and San Mateo County.  To learn more about the project, process, and updates please visit the Peninsula Resilience Planning (PREP) Project Website.

 

Draft Safety Element Now Available for Public Review:
The City's Draft Conservation Element has also been revised to ensure consistency with the Safety Element. 

Background Reports:
The Safety Element Background Report discusses the natural and human-caused hazard issues that can affect the City of Belmont. The intent of the report is to provide background information that informs how and why the goals, policies, and implementation actions within the Draft Safety Element were developed.

The findings from the Vulnerability Assessment process are used to inform the goals, policies, and actions included in the Safety Element.

The public review period will close on May 14, 2026. Please submit your comments to Adrienne Smith, Principal Planner, at advanceplanning@belmont.gov.

Next Steps:

A Planning Commission study session is scheduled for April 21, 2026. A City Council Study session is scheduled for April 28, 2026.  Meeting agendas will be available here.
