Project Description

The project site is at 1405 Solana Drive (Assessor’s Parcel Number 045-122-190) and is zoned PD – Planned Development. The proposal would allow constructing buildings in two phases. Phase I will consist of an approximately 11,900-square-foot Academic Wing (two buildings with a connecting roof and a small stand-alone building), and Phase II consists of an approximate 11,100-square-foot Athletic Building. Additional site improvements would include a new landscaped plaza connecting the buildings, stormwater management systems, utility infrastructure, and slope stabilization.

The project also includes proposed school operations modifications to increase the maximum allowed enrollment from the current cap of 260 students to a cap of 290 students. The project requires the following approvals: Conceptual Development Plan (CDP) & Detailed Development Plan (DDP), Conditional Use Permit, Design Review, Grading Plan, and Tree Removal Permit.

Location/Setting/Zoning

The 4.9-acre school campus is currently occupied by three single-story school buildings near the center of the site and an auditorium building, parking lot, basketball court, and outdoor activity areas. The site is bordered by Solana Drive and single-family residences to the north, single-family residences to the east, single-family residences within the jurisdiction of the City of San Carlos to the south, and to the west, single family residences along Chula Vista Drive, McDougal Park, and the San Carlos Charter Learning Center.

Public Hearings

This project was reviewed by the Planning Commission at their January 6, 2026 meeting; at that meeting, the Commission recommended City Council approval of the Project Conceptual Development Plan (CDP) & Environmental Assessment.  The City Council will consider the project at their February 10, 2026 meeting.
