Project Description
The 5.59-acre project site located between Old County Road and Highway 101 located at 425 & 435 Harbor Blvd., and 120 Industrial Rd and is currently within unincorporated San Mateo County. The applicant is seeking approval of their project from the City of Belmont conditioned on the annexation of the Harbor Industrial Area into Belmont. The property is currently located in the Harbor Industrial Area (HIA-2) Zoning District which is a pre-zoning designation within the City’s Zoning Code.
The City has agreed to review the project in coordination with the development of the City’s Harbor Industrial Area Specific Plan which is a required step to develop proposed zoning for an area to be considered for annexation by the San Mateo Local Agency Formation Commission (LAFCo), a State-mandated and independent commission with jurisdiction to approve of annexations within San Mateo County.
The site consists of three parcels (Assessor Parcel Number [APN] 040-021-030, 046-021-020, and 046-021-010) and is bounded by Industrial Road to the east, Harbor Boulevard to the west and Belmont Creek to the south. Harbor Boulevard serves as a collector road for US Highway 101.
The project applicant is proposing an office/life science campus with below-grade parking below the two buildings. The development includes 812,585 square feet (sf) of employment uses (e.g. lab/office and amenity space), 1,371 underground parking spaces, and 57,780 sf of landscaped area. The project proposes public-serving open space with enhanced landscaping and improved pedestrian and bike connectivity, including a pedestrian path along Belmont Creek.
The proposed project would include two buildings:
- West Building. Located on the western portion of the project with frontage only along Harbor Boulevard
- East Building. Located on the northeastern portion of the project site sitting adjacent to the intersection of Harbor Boulevard and Industrial Road.
Both buildings are proposed to be seven stories, with the East Building extending to approximately 116 feet to the rooftop. The West building would extend to approximately 118 feet to the rooftop. The office/life science building materials would primarily feature concrete and glass and would be articulated with Corten colored metal panels.
