On August 19, 2025, the Planning Commission reviewed and approved the proposed project. The Agenda and Staff Report as well as the meeting video and meeting minutes are available for review.

The City received an appeal of the Planning Commission’s decision by a Belmont resident. Appeals of Planning Commission decisions are reviewed by the City Council. The Appellant's Appeal Application, Supplemental Materials, and Attorney's Letter are available in the documents section below.

The City Council considered the appeal at their October 28, 2025 meeting and upheld the Planning Commission's decision. The Agenda and Staff Report as well as the meeting video and meeting minutes are available for review. 

Project Description

The project consists of the construction of a five story, approximately 183,467 sq. ft. building with a total of 140 apartment units, including 25 Affordable units, and a combination underground, at-grade, and podium-designed parking garage for 138 vehicles and 142 bike parking spaces. The proposal includes approximate grading volumes of 3,120 cubic yards of cut and 910 cubic yards of fill to facilitate construction of the project.  The project qualifies for a by-right approval under State law; the Planning Commission's review will be based only on established objective standards. The project requires the following approvals: Design Review, Grading Plan, Tree Removal Permit, Transportation Management Plan, Affordable Housing Plan, and State Density Bonus. 

Location/Setting/Zoning

The project site consists of an entire block surrounded by four public street frontages: Masonic Way to the south, Granada Street to the west, Wessex Way to the north and Hiller Street to the east.  Four existing parcels are proposed to be merged to form a single parcel that will contain the proposed apartment building.  The site is located within the Belmont Village Specific Plan (BVSP) Area.  The BVSP designates the 1.24-acre site as Station Core, and the property Zoning Designation is Village Station Core (VSC). The site is identified as a target housing site in Belmont’s adopted 2023-2031 Housing Element.
