Incorporated in 1926 as a General Law City, the City of Belmont operates under a Council-Manager form of government as provided in California’s Government Code.  Under this form of government, the five-member City Council provides legislative direction and sets City policy.   

The City Manager serves as the chief administrative officer of the city and is accountable to the City Council.  With the exception of the City Attorney the City Manager appoints City department heads and all other staff and provides management guidance to the operating departments.  The City Manager is also responsible for the City budget and Capital Improvement Plan and for assuring that City services are provided in accordance with the goals and policies established by the City Council in the most efficient and effective manner possible given resource availability. The Manager keeps the Council advised of the City’s financial condition, and the future needs of the City. 

The City of Belmont is an extraordinary city and the City Staff and I are privileged to be able to help make it a better place in which to live and work.
