Attended by: Directors Feierbach, Wozniak, Lieberman, Braunstein, District Manager Scoles, City Attorney Rennie, Finance Director Fil, Human Resources Director Dino, Labor Consultant Doughtie. District President Warden was absent and District Clerk Cook was excused from attending.

CALL TO ORDER 11:20 P.M. (Note: Council Meeting held prior)

REPORT FROM CLOSED SESSION
City Attorney Rennie announced that there were no reportable actions from closed session.
CONSENT CALENDAR
Approval of Minutes of Special Meeting of February 28, 2012
ACTION: On a motion by Director Wozniak, seconded by Director Braunstein, the Consent Agenda was unanimously approved by a show of hands.
ADDITIONAL BUSINESS
Resolution Appointing a Belmont Fire Protection District Representative to the Successor Agency (to the Redevelopment Agency) Oversight Board
Finance Director Fil noted that appointments have been made from the other agencies that will be represented on the Oversight Board. He explained that taking action this evening to appoint the representative from the Fire Protection District would be of great value to the process. He noted that the County of San Mateo will soon complete its audit for the Required Obligation Payment Schedule (ROPS), as it needs to approve this document by the middle of April.
District President Warden stated that he would be making his Mayoral appointments to the Oversight Board within the next few days, and he is likely to appoint Finance Director Fil.
Finance Director Fil expressed concern regarding potential conflict of interest regarding the debt refinancing. He explained that he can personally separate himself from this issue, but cannot separate the entire department.
Director Feierbach offered to be the appointee. She stated that she is interested in the dissolution of the Redevelopment Agency.
Director Lieberman suggested the consideration of Finance Director Fil or City Treasurer Violet.
District President Warden expressed a desire for an elected person to be appointed, as there is a need for someone who is beholden to the Board, and he noted that Director Feierbach has been a strong supporter of the Fire District. He stated that there is a need for different skill sets to be represented on the Oversight Board, including those with financial background and those with good people skills.
Discussion ensued regarding appointments made by other organizations to the Oversight Board.
MEETING EXTENSION: At this time, being 11:30 P.M., on a motion by Director Wozniak, seconded by Director Feierbach, the meeting was extended for 30 minutes by a show of hands (4-1, Lieberman no).
Director Braunstein recommended San Mateo Police Captain Wayne Hoss for consideration for the Mayor’s appointment to the Oversight Board. He noted that Captain Hoss has children in public school in Belmont.
ACTION: On a motion by Director Wozniak, seconded by Director Braunstein, Resolution 2012-008 Appointing Director Feierbach as Belmont Fire Protection District Representative to the Successor Agency (to the Redevelopment Agency) Oversight Board was unanimously approved by a show of hands.
