BUSINESS

Consideration of CalPERS Contract Amendment Implementing Reductions to Retirement Benefits For New Miscellaneous Employees as Agreed to in Labor Negotiations

Human Resources Director Dino explained that the City recently concluded labor negotiations with the American Federation of State, County and Municipal Employees (AFSCME) and the Mid-Management Confidential Employees’ Association (MMCEA) labor groups. During the negotiations, provisions were mutually agreed upon to establish a second retirement tier with a three-year final compensation period for miscellaneous new hires to be effective as soon as administratively possible. The Public Employees' Pension Reform Act (PEPRA), which goes into effect on January 1, 2013, mandates that any change to an agency's retirement contract be made effective prior to December 31, 2012.

 

City Manager Scoles clarified that this contract amendment applies to new hires under PEPRA, effective January 1, 2013.

 

ACTION: On a motion by Councilmember Feierbach, seconded by Vice Mayor Wozniak, Resolution 2012-122 of Intention to Approve an Amendment to Contract Between the Board of Administration California Public Employees’ Retirement System and the City of Belmont was unanimously approved by a show of hands (4-0, Warden Absent).

 

ACTION: On a motion by Councilmember Feierbach, seconded by Vice Mayor Wozniak, an Ordinance of the City of Belmont Authorizing an Amendment to the Contract between the City of Belmont and the Board of Administration of the California Public Employees’ Retirement System was unanimously introduced by a show of hands (4-0, Warden Absent)
