REGULAR MEETING MAY 5, 1999
MINUTES
The regular meeting of the Belmont Parks & Recreation Commission was called to order at 7:31 p.m.
ROLL CALL
COMMISSIONERS PRESENT: Metropulos, Dentler, Cheechov, King, Gay, Davis & Bortoli
COMMISSIONERS ABSENT: None
STAFF PRESENT: Director of Parks & Recreation (DPR) Mittelstadt, Recreation Superintendent (RST) Holte and Secretary Saggau
APPROVAL OF MINUTES
The minutes of the April 7, 1999 Park & Recreation Commission meeting were approved.

STAFF REPORTS
Historic Fire Hydrants in Twin Pines Park
DPR Mittelstadt stated Jim McLaughlin has requested some historic fire hydrants be placed in Twin Pines Park. Staff is recommending no more than three hydrants be placed at the entrance of the Historical Society. Jim McLaughlin was present at the meeting to respond to the Commissions questions.
There was Commission discussion on the request. In the discussion it was decided that placing three hydrants together would show that they are not "working" hydrants and that they should be bolted onto a concrete slab for safety reasons.
C Gay moved that the Commission approve of placing no more than three historical hydrants in or about the Historical Society Center and have them displayed until at least the City’s 75th Anniversary; afterwards they could be removed or moved with the Historical Society, and that the hydrants be permanently cemented to prevent a safety hazard (S) Davis. Vote 7-0 in favor.
City Council/Commission Joint Meeting Discussion Items
DPR Mittelstadt noted the items listed in the staff report as potential discussion items for a joint meeting with the City Council and asked if the Commission would like to add any other items.
C Gay requested that the San Juan Canyon area and the Senior & Community Center also be included as discussion items.
C Metropulos suggested discussion on expanding the Teen Center. It was decided that could be included with the Barrett Community Center.
Staff will request the Council select a couple of potential dates for the Commission to select from at their next meeting.
Recreation & Parks Commission Reorganization
C Dentler nominated C Gay for Chairperson. (S) Davis. Vote 6-0 in favor. (C Gay abstained)
C Gay nominated C Cheechov for Vice Chairperson. (S) King.
Vote 7-0 in favor.
The Commission discussed the need for an assignment for Kollage Community School for the Arts. C Gay moved that Kollage be removed from the Committee Assignments (S) Dentler. Vote 7-0 in favor.
The Commission Committee Assignments are as follows:
City Council - King
School District - Bortoli
Planning Commission - Davis
Sr. Advisory Committee - Gay
Park Boosters - Dentler
Cottage Auxiliary - Cheechov
Belmont Community Players-King
Arts Commission - Metropulos
The Commission Park Assignments will remain the same. C Metropulos’s assignment will be for McDougal, Nesbit & Central fields.
UPDATES
City Council Action Update
DPR Mittelstadt stated the City Council will be sending a letter to San Carlos on the transfer of records and personnel with Kollage.
DPR Mittelstadt said the City Council will begin budget deliberations in June. Everything the Commission recommended is still currently in the budget.
Park Improvement Update
1. DPR Mittelstadt reported the North Field at the Belmont Sports Complex opened on May 1st. The project was $38,500 but there will be a change order for additional red rock which will cost an additional $3,000 to $5,000. Remaining funds will be used to repair the netting above the backstop.
2. DPR Mittelstadt stated two meetings with the neighbors of Alexander Park have been held. The next meeting is scheduled for Monday, May 10. They have discussed repairing the three tennis courts but may want to turn one into a basketball court.
DPR Mittelstadt met with the neighbors at the Ralston Ranch site last month. There will another meeting on May 17.
Recreation Division Update
DPR Mittelstadt reported that he and Recreation Supervisor Brunson met with the School District and Task Force members review the survey results from the middle school youths and parents in regard to after school programming.
RST Holte announced the Flea Market will be on Saturday, June 5. The City will also hold a City-Wide Garage Sale in October to coincide with BFI’s fall cleanup.
RST Holte stated the Art & Wine Festival went well. The food groups reported good sales. C King requested an Art & Wine report be included on the June agenda.
COMMISSION/STAFF COMMENTS
C Gay requested that an item be added to the agenda for updates. It could be listed as "STATUS" and would keep the Commission updated on items that are still pending such as the View Policy and Joint Meeting with Council.
C Dentler requested e-mail addresses be included on the Commission roster.
C King reported the Belmont Bowser Club is contemplating having a dog faire in September. She inquired if the Commission would like to offer their services at this faire.
C King requested the Park Tour be included on the STATUS item.
C King requested the Belmont Community Players receive a written report from the City on the amount of money that they have donated to the City.
C Metropulos requested Commissioners attend the VOICES and REACH Silent Auction Fundraiser on Saturday, May 8 from 10:00 – 4:00 at Twin Pines Lodge.
C Bortoli inquired on the status of the bicycle bridge. DPR Mittelstadt replied that the grant was not approved. The County said the request came in too late but the City will reapply next year.
DPR Mittelstadt reported an auxiliary freeway lane may be built from Ralston to Hillsdale Blvd. The project may include a sound wall that would stretch from the Belmont Sports Complex South Field north 200-300 yards.
